SARPF @ COP30 : Driving Regional Climate Action

October 16, 2025

At COP30, SARPF Co-Directors Prof. Mukul Sharma and Dr. Sumedha Basu presented two landmark statements through an audio video medium at 3rd CEEW Leaders’ Dialogue in Belém at COP30 on 14th November 2025. The event was organised by CEEW and Plataforma CIPÓ.

These statements were endorsed by parliamentarians from South Asia, Brazil, Latin America, and the Caribbean during the historic meeting in Colombo, Sri Lanka on 16 October 2025.

Key Priorities:

  • Establishing a Regional Climate Institution
  • Creating a South Asia Financing Facility
  • Scaling up International Climate Finance

This vision was supported by Dr. Arunabha Ghosh, COP30 Special Envoy for South Asia.  He opined that, “Platforms such as South Asia Regional Parliamentary Forum for Climate, Energy and Environment and platforms across South America, Africa and Southeast Asia can become new ways of establishing cooperative initiatives that are not reliant on the hub-and-spoke model—where we are the spokes and the global north is the hub—but rather evolve into a spoke-and-spoke model.
